WHEREAS: The Ministry of Education has sufficient funds
this year to cover the payment of pensions and retirement of teachers and administrative
meets the requirements of the Education Act No.66-97 of April 9, 1997.
WHEREAS: The Directorate General of Budget and the Comptroller General of the Republic
have no objection to this Ministry use available funds to implement the pension and retirement
staff that the warrants.
WHEREAS it is necessary to promote the functioning of the Pension Fund and Retirement
National Teachers' Welfare Institute (INABIMA), according to the statement
in Article 167 of the Education Law.

In exercise of the powers conferred upon me by Article 128 of the Constitution of the Republic
